Arts Incubator Workgroup report published
In October 2025, Stone Strategies LLC was commissioned by the Maryland State Arts Council to write a report for the Arts Incubator Workgroup, which was established through Maryland State legislation (House Bill 1451, Senate Bill 764) during the 2024 legislative session.
The Workgroup was tasked with exploring how arts and cultural institutions can support local artists, and creating a report on its findings, including research, case studies, and examples of approaches used to support artists in other areas, to be issued to the Governor and the General Assembly. In an attempt to be as practical and useful as possible, the report includes sets of recommendations for the Maryland General Assembly (including model legislation) and the Maryland State Arts Council (including model programs) to consider in order to increase Maryland’s support of its artists.
